Challenging the harmony

I spent a week touring in Japan. Tokyo will host 2020 Olympics and is getting ready to meet the tourists. All the signs need to be translated to English but how do you motivate Japanese to speak English. Many restaurants welcomed me by saying "No English". The daily metro is full of harmonious people dressed the same way. Changing the culture is about challenging the harmony in Japan. Part of the working culture I'd like to adopt to Finland though. All employees are proud of their work and are act accordingly.
